摘　　要：目前,自然资源领域行政备案中存在设定权限不明确、备案性质模糊、审查要求和审查机关责任边界不清晰、救济渠道缺失、监督机制不健全等问题。究其原因主要包括缺乏高位阶立法支持、政府职能转变不到位、权责一致原则未落实等。建议通过重构行政备案的概念、依法设定行政备案事项、完善行政备案救济制度和合理界定行政备案机关的职责等加以规范。At present,there are some issues in the administrative record in natural resources,such as unclear authority setting,vague nature of the record,and unclear boundary of review requirements and responsibilities of review organs,lack of relief channels,and unsound supervision mechanism.The main reasons include the lack of high-level legislative support,the transformation of government functions is not in place,and the principle of the consistency of power and responsibility is not implemented.It is suggested to standardize the system by reconstructing the concept of administrative record,setting up the items of and administrative record according to law,improving the relief system of and administrative record,and reasonably defining the responsibilities of administrative record organs.
