日本参与联合国维和行动及其大国化战略剖析

摘　　要：1992年日本发布《联合国维持和平行动合作法》之后,截至2020年3月,日本基于该法共参与了13项联合国维和行动与9项选举监督活动,其行动具有显著的特点。日本参与维和,并非仅仅为了参与世界事务、发挥国际责任。就本质而言,参与维和是日本实现其大国化战略的重要手段,日本试图通过参与维和而努力推动其经济、政治等大国化战略目标的实现。今后日本在“积极和平主义”的指导下仍将继续走这一路径。对于日本参与联合国维和行动,既要正视其积极意义,也要对其推进大国化战略并借机架空日本和平宪法的动向保持警惕。The Japan’s Act on Cooperation with the United Nations Peacekeeping Operations and Other Operations was adopted in 1992.Based on this act,Japan has participated in 13 UN peacekeeping operations and 9 election monitoring activities by March,2020.Its activities have significant features.Japan’s participation in the UN peacekeeping operations is not only to take part in world affairs or exercise international responsibility.In essence,it’s an important means to realize the great nationalization strategy,through which Japan does its best to achieve its great nationalization strategy comprehensively in military,political and diplomatic areas.In the future,Japan will go on to follow this path under the policy of Proactive Contribution to Peace.Towards Japan’s participation in the UN peacekeeping operations,we should not only face its positive significance,but also remain vigilant about its trend to promote the great nationalization and take the opportunity to isolate the pacifist constitution.
