推动辽宁枢纽经济高质量发展的对策建议

摘　　要：“十三五”以来,以国家发布《国家物流枢纽布局和建设规划》(2018)为契机,具有交通物流枢纽优势的城市对加快发展枢纽经济给予了高度重视,出台了很多专项促进政策文件。辽宁是东北地区唯一的沿边沿海省份,拥有对接东北亚和沟通欧亚大陆桥的门户优势,大港口(海港、空港和内陆港)、大通道、大枢纽和自贸区试验区等高水平开放平台综合优势兼备,具有加快发展枢纽经济得天独厚的优势条件。本文基于枢纽经济发展新内涵、新特征,全面分析辽宁枢纽经济发展的条件与不足,对加快枢纽经济高质量发展提出初步建议。Since the “13th Five-Year Plan”, taking the national release of the National Logistics Hub Layout and Construction Plan in 2018 as an opportunity, cities with transportation and logistics hub advantages have attached great importance to accelerating the development of the hub economy, and have issued many special policy documents for promoting its development. Liaoning is the only coastal province along the border in Northeast China, with the advantages of a gateway in connecting Northeast Asia and communicating with the Eurasian Land Bridge, and the comprehensive advantages of high-level and open platforms such as large ports, including seaports, airports and inland ports, large channels, large hubs and free trade zones, pilot zones, etc., and has unique advantages in accelerating the development of the hub economy. Based on the new connotation and new characteristics of hub economic development,this article comprehensively analyzes the conditions and deficiencies of Liaoning’s hub economic development and puts forward preliminary suggestions for accelerating the high-quality development of the hub economy.
