面向部委机关内网的数字图书馆平台建设研究与实践——以国家图书馆海关总署分馆为例

摘　　要：以国外政府图书馆运作模式为参考,结合本国图书馆发展实践现状,国家图书馆形成了为中央国家机关部委提供立法决策文献咨询的部委分馆服务模式。国家图书馆海关总署分馆成立于2019年,是国家图书馆第17家部委分馆。文章以海关总署分馆数字图书馆平台建设为例,梳理了平台在建设实践过程中的用户需求分析、平台建设原则和系统功能设计等方面的内容,并在服务手段和服务内容的提升上给出了几点建议,以期为公共图书馆开展相应服务提供具有一定借鉴意义的解决方案。Based on the operation mode of foreign government libraries and the current situation of the development and practice of Chinese libraries,the National Library of China has formed a branch library service mode of providing legislative decision-making literature consultation for the ministries and commissions of the central government organs.The branch of the General Administration of Customs of the National Library of China was established in 2019 and is the 17th branch of the National Library of China.The article takes the construction of the digital library platform of the General Administration of Customs branch as an example,sorts out the user demand analysis,platform construction principles and system function design during the construction of the platform,and improves the service means and service content.Several suggestions are given in order to provide solutions with certain reference significance for public libraries to carry out corresponding services.
