摘　　要：基于异质性竞争战略,本文研究环境规制对不同产权性质企业技术创新的影响。研究发现:环境规制与技术创新之间的关系呈倒“U”型,成本领先战略正向调节环境规制与技术创新之间的关系,其对技术创新的影响显著高于产品差异化战略对企业技术创新的影响。进一步研究发现:国有企业技术创新显著高于非国有企业,并且国有企业通过成本领先战略对企业技术创新的促进作用高于产品差异化战略对企业技术创新的影响;非国有企业实施成本领先战略有利于促进企业技术创新,产品差异化战略对技术创新的影响不显著。因此,在“双碳”目标下,各级政府应严格执行环保政策,企业应谨慎选择竞争战略并持续提高技术创新水平,政企协同推动国家经济和生态文明建设。Based on the heterogeneous competition strategy, this paper studies the influence of environmental regulation on the techBased on the heterogeneous competition strategy, this paper studies the influence of environmental regulation on the technological innovation of enterprises with different property rights. It is found that the relationship between environmental regulation and technology innovation is inverted U-shaped, and the cost leadership strategy positively regulates the relationship between environmental regulation and technological innovation, and its influence on technological innovation is significantly higher than that of product differentiation strategy on enterprise technological innovation. Further research shows that the technological innovation of state-owned enterprises is significantly higher than that of non-state-owned enterprises, and the promotion influence of cost leadership strategy on technological innovation of state-owned enterprises is higher than that of product differentiation strategy. The implementation of cost leadership strategy in non-state-owned enterprises is conducive to promoting technological innovation, while the product differentiation strategy has no significant impact on technological innovation. Therefore, under the goal of "double-carbon", governments at all levels should strictly implement environmental protection policies;enterprises should carefully choose the competitive strategy and continue to improve the level of technological innovation;government and enterprises collaborate to promote the construction of national economy and ecological civilization.
