摘　　要：通过梳理国内外有关大城市边缘区空间形态演变机制的研究发现,组织层面追求预算外收入的路径依赖是影响我国边缘区空间发展的重要动因。研究从组织学的角度进行分析影响城市空间形态演变的作用机制,依据相关学科理论基础的支持提出逆向软预算约束与组织权威运作的概念。在该运作机制的影响下,组织权力运用的过程诱发了逆向软预算约束的行为而创造了政府机构与民间组织针对土地发展权博弈的条件,并以组织权威的形式影响到大城市边缘区空间形态的演变。基于该运作机制研究从制度层面、土地发展层面以及城市规划层面分别提出引导我国大城市边缘区空间形态良性发展的相关建议和策略。Through combing domestic and foreign studies on the spatial form evolution mechanism of large urban fringe areas,it is found that the path dependence of pursuing extra-budgetary income at the organizational level is an important motive affecting the spatial development of fringe areas in China.The study analyzes the mechanisms that influence the evolution of urban spatial form from an organizational perspective,and proposes the concept of reverse soft budget constraint and the operation of organizational authority based on the theoretical foundation of related disciplines.Under the influence of this mechanism,the process of organizational authority induces the behavior of reverse soft budget constraint and creates the conditions for the game of land development rights between government agencies and private organizations,and influences the evolution of spatial forms in the fringe areas of large cities in the form of organizational authority.Based on this operational mechanism,the study proposes recommendations and strategies to guide the spatial development of large urban fringe areas in China at institutional level,land development level and urban planning level.
