政府购买公共体育服务多元协同监管体系的构建与运行策略研究

摘　　要：切实保障政府购买公共体育服务质量效益,防范新制度运行风险,是政府购买公共体育服务监管的重点。运用逻辑分析、调查等研究方法认为,当前,政府购买公共体育服务监管面临政府监管有效性不足和其他相关方监管参与性缺失的梗阻,其根源在于利益相关参与主体责任的缺乏或履行不到位。购买公共服务的内部监管模式难以满足政府购买公共体育服务监管公平性、透明性、专业性的内在要求。基于此,依循回应性监管理论的学理逻辑,构建政府购买公共体育服务多元协同监管体系模型。该模型在强调政府主导和主体责任的基础上,以维护公共利益和保障公民的体育权利为逻辑起点,以监管主体多元化和监管策略差异化为核心特点,提出多元协同监管体系的运行策略和支持配套系统,即以部门整合,改革理顺监管结构;以社会参与,打造监管新形态;以信息支撑,创新监管方式;以组织保障,完善监管支持配套系统。To ensure the quality and benefit of the government's purchase of public sports services and prevent the operation risks of the new system have be⁃come the focus of the government's purchase of public sports services.At present,the supervision of government purchase of public sports services is facing with the obstruction of insufficient effectiveness of government supervision and lack of participation of other related parties.The root cause lies in the lack of re⁃sponsibility of stakeholders or inadequate performance.The internal supervision mode of purchasing public services is difficult to meet the internal require⁃ments of fairness,transparency and professionalism of government purchase of public sports services.Based on this,according to the theoretical logic of respon⁃sive supervision theory,the multi-collaborative supervision system model of government purchase of public sports services is constructed.On the basis of em⁃phasizing the leading role of the government and the responsibility of the main body,the model puts forward some suggestions,the model takes the protection of public interests and the protection of citizens'sports rights as the logical starting point,and takes the diversification of supervision subjects and the differentia⁃tion of supervision strategies as the core characteristics.This paper puts forward the operation strategy and supporting system of the multi-collaborative super⁃vision system,that is,to reform and rationalize the supervision structure by department integration;to create a new form of supervision by social participation;to innovate the supervision mode by information support;to improve the supporting system of supervision by organization guarantee.
