摘　　要：目的:探讨公立医院运行效率及环境因素的影响,为提高公立医院投入产出效率及优化医疗资源配置提供实证依据。方法:运用三阶段DEA模型,评价广东省21个地市613家公立医院综合效率、纯技术效率及规模效率。结果:剔除城镇化率、人均GDP、财政拨款收入、三级公立医院占比等环境因素及随机噪声的影响后,广东省公立医院的综合效率、纯技术效率、规模效率均值分别为0.977、0.989、0.988。结论:广东省公立医院整体运行效率较高,但区域性差异明显,发展不均衡,需要在现有效率优势的基础上,以高质量发展为导向,通过优化外部环境、统筹区域发展等措施,进一步提高运行效率。Objective To explore the impact of operational efficiency and environmental factors on public hospitals in Guangdong Province in 2019,to provide empirical evidence for improving input-output efficiency of public hospitals and optimizing medical resource allocation,and to facilitate high-quality development of public hospitals.Methods Using three-stage DEA model,the comprehensive efficiency,pure technical efficiency and scale efficiency of 613 public hospitals in 21 cities of Guangdong province were evaluated.Results After excluding the influence of urbanization rate,per capita GDP,fiscal allocation income,proportion of tertiary public hospitals and other environmental factors and random noise,the mean values of comprehensive efficiency,pure technical efficiency and scale efficiency of public hospitals across the province were 0.977,0.989 and 0.988,respectively,which decreased slightly compared with before adjustment.Conclusions The overall operational efficiency of public hospitals in Guangdong province is high,but the regional differences are obvious and the development is not balanced.Public hospitals need to further improve the operational efficiency by constructing favorable external environment and coordinating regional development on the basis of the existing efficiency advantages and taking high-quality development as the guidance.
