摘 要:“十四五”是我国碳达峰的关键期、窗口期,加快推动完善碳交易体系迫在眉睫。2021年7月,全国碳市场正式启动上线。从履约清缴情况看,存在交易不够活跃等困难和问题。作为全球气候治理的重要推动力量,欧盟在碳排放治理水平上居于全球领先地位,新西兰、韩国等也积累了一定经验。借鉴其他国家在强化碳交易顶层设计、建立健全信息披露机制、注重监管协调等方面的做法,我国碳交易体系仍有较大的提升空间。The 14th Five-year Plan is the critical period of China’s carbon peak,so it is urgent to accelerate carbon emission trading.In July 2021,the national carbon market was launched.From the performance of the contract,there are difficulties and problems such as not active transactions.As an important driving force for global climate governance,the EU is leading the world in carbon emission governance,and New Zealand and South Korea have also accumulated some experience.Drawing on the relevant practices of other countries in strengthening the top-level design of carbon trading,establishing and improving the information disclosure mechanism,and paying attention to regulatory coordination,China’s carbon trading system still has a large room for improvement.
