外籍人员居留卡用户黏度提升对策——以义乌市外籍商友卡为例

摘　　要：习近平法治思想是顺应实现中华民族伟大复兴时代要求应运而生的重大理论创新成果,是马克思主义法治理论中国化最新成果,对外籍人员居留卡工作发展提供了根本遵循。基于对浙江省义乌市国家级自由贸易区3429份外籍人员的问卷调查,发现义乌市外籍商友卡用户黏度不高,存在着应用场景匮乏、用户数量不多、采集数据失真等问题,主要原因在于主体位阶和法律位阶不高,亟须深化贯彻习近平法治思想,构建新型外籍人员居留卡机制,推动“一带一路”建设高质量发展。Xi Jinping thought on the rule of law is a major theoretical innovation that conforms to the requirements of the era of the great rejuvenation of the Chinese nation.It is the latest achievement of the sinicization of Marxist theory of the rule of law,and provides the development guidance for foreign resident card.A survey was conducted among the foreigners in the state-level free trade zone of Yiwu city,Zhejiang province.Based on the 3429 questionnaires collected,we find that the user stickiness of Foreign Business Partners Card is not high due to such problems as the limited application scenarios,insufficient number of users and the distortion of data during the collection process.However,the main cause of the low stickiness is the low status of the subjects and the low ranking of related laws and regulations.This paper believes that the best way to solve these problems is to deepen the implementation of Xi Jinping thought on the rule of law,build a new foreign resident card mechanism,and promote the high-quality development of“the Belt and Road”construction.
