清末日本对鸭绿江浑江流域的秘密侦察--以三浦稔的《复命书》为中心

摘　　要：日俄战后,日本为落实在条约中获得的中国东北南部利权,指派官民对中朝边境区域进行新一轮调查。1907年,以驻安东日本领事馆外务翻译员为掩护身份的三浦稔,奉令对鸭绿江及其最大支流浑江流域进行侦查活动,最终提交给外务省的是名为《鸭绿江浑江两江流域视察复命书》的侦查报告。《复命书》不但详述通化等边境要地的资源、商贸、农业、交通等一般状况,还据此提出了“经营建议”,并绘制了五幅具有极高军事价值的地图,为日本此后在鸭绿江流域和浑江流域的侵略活动提供了情报信息与参考建议。1910年,《复命书》被日本海军军部调用。通过对三浦稔的调查路线、《复命书》的调查内容及三浦稔提出的诸多建议进行研究,我们可以揭示日本人在中国边疆地区的秘密侦察活动,以及《复命书》对日本制定侵华政策产生的重要影响。After the war between Japan and Russia,in order to implement the rights in the south of Northeast China obtained in the treaty,Japan appointed officials and people to conduct a new round of in⁃vestigation in the border area between China and North Korea.In 1907,under the cover of the foreign af⁃fairs translator of the Japanese Consulate in Anton,Miura Tomokazu was ordered to investigate the Yalu River and its largest tributary Hunjiang River Basin.The Reply to the Inspection of the Yalu River and Hunjiang River Basin submitted to the Ministry of foreign affairs is a representative investigation report.A Book of the Reply not only details the general conditions of resources,commerce,agriculture and transporta⁃tion in Tonghua and other important border areas,but also puts forward“management suggestions”and draws five maps with high military value,which provides intelligence information and reference suggestions for Japan’s aggressive activities in Yalu River Basin and Hunjiang River Basin.In 1910,A Book of the Re⁃ply was called by the Japanese Navy.This paper mainly studies the investigation route of Miura Tomokazu,the investigation contents ofA Book of the Reply and many suggestions put forward accordingly.We can re⁃veal the secret reconnaissance activities of the Japanese in China’s border areas and their important impact on Japan’s policy of invading China.
