摘　　要：以2004—2020年中央层面出台的红色旅游政策文本为对象,依托Nvivo、ROST CM6等软件,借助政策工具理论,对红色旅游政策工具、框架体系、语义网络系统探究,并基于PSR模型提出了红色旅游政策谱系重构逻辑。结果发现:①红色旅游政策供给型政策工具使用过溢,环境型政策工具适中,需求型政策工具不足;②“文化、革命、景区、教育、规划、博物馆、服务、精神、保护、项目、历史、宣传”等是红色旅游政策高频词;③红色旅游政策对红色旅游资源、红色文化弘扬、服务质量提升、教育功能、基础设施建设、讲好红色故事等方面给予极高关注。未来,要综合使用多种政策工具,保持政策工具的均衡性;统筹协调行业发展政策,确保政策过程的协同性;规范细化政策具体内容,保证政策执行的高效性。This paper took the red tourism policy texts issued by the central government from 2004 to 2020 as the object and relies on Nvivo and ROSTCM6.Based on the policy instrument theory,this paper explored the policy tools,framework system and semantic network system of red tourism.Meanwhile,this paper put forward the logic of red tourism policy pedigree reconstruction based on the PSR model.The results showed that:①Supply policy tools were overused,environmental policy tools were moderate,and demand-based policy tools were inadequate.②Culture,revolution,scenic spot,education,planning,museum,service,spirit,protection,project,history and propaganda were the high-frequency words of red tourism policy.③Red tourism policy paid great attention to the red tourism resources,the promotion of red culture,the improvement of service quality,the education function,the construction of infrastructure,and the telling of good red stories.The future research should use multiple policy tools comprehensively to maintain the balance of policy tools,coordinate industry development policies to ensure the synergy of policy processes,standardize and refine the specific content of policies to ensure the high efficiency of policy implementation.
