水库移民后期扶持政策的非预期后果及其转向

摘　　要：我国数十年的水库移民后期扶持政策,对移民生计恢复与共享发展发挥重要作用的同时,也在实践中产生了诸多非预期后果。在县域融合与共同富裕的大背景下,系统梳理水库移民后期扶持政策非预期后果的实践形态及深层原因,对于构建后期扶持政策转换框架及实现路径兼具理论和现实意义。运用多学科视角对水库移民后期扶持政策的非预期后果进行阐释,发现其实践形态主要包括移民身份核定方式欠科学致使移民数量激增、移民身份抑制了移民安置区的社会融合、持续性扶持诱发移民道德危机风险、持续性扶持对原住民产生双重剥夺、地方移民机构基于本位主义希望移民长期存在以及顶层设计者在制定移民后期扶持政策时面临两难困境等方面。结合我国新时期新形势的发展战略,基于扶持主体、扶持方式、扶持资源三位一体理论框架,提出水库移民后期扶持政策的转换路径,以期对下一阶段水库移民后期扶持政策的制定提供政策建议。此外,水库移民后期扶持的良好实践以及制度设计,对我国正在实施的易地搬迁后续扶持亦可提供有益借鉴。China’s decades of late supporting policies forreservoir resettlement have played an important role in the restoration of resettlers’ livelihood and shared development,but also produced many unexpected consequences in practice.U nder the background of county integration and commonprosperity, it has both theoretical and practical significance tos ystematically sort out the practice forms and deep-seated reasons of the unintended consequences and build thetransformation framework and realization path of the lates upporting policies. This paper illustrates the unintendedconsequences of reservoir resettlement supporting policies froma multidisciplinary perspective. It is found that the practice forms mainly include: the unscientific verification method ofresettlers status leads to a surge in the number of resettlers,t he resettler status inhibits the social integration of theresettlement areas, the continuous national supporting inducest he risk of moral crisis for resettlers, the continuous supporting causes double deprivation to the aborigines, the localresettlement agencies, based on departmentalism, hope thatt he resettlers will exist for a long time, and the top-leveldesigners face a dilemma when formulating the later esettlement supporting policy. Combined with thedevelopment strategy of China in the new era and new situation, based on the trinity theoretical framework of supportsubjects, support methods and support resources, this paperp uts forward the transformation path of the late resettlementsupporting policy in order to provide policy suggestions for thef ormulation of the late resettlement supporting policy in the next stage. At the same time, the good practice and systemdesign of the late support for reservoir resettlement can alsop rovide useful reference for the late support of relocation beingimplemented in China.
