三明林票改革的增收效应机制与实证分析

摘　　要：在构建“三明林票改革—要素配置—农户收入”理论分析框架的基础上,利用福建省三明市沙县区实地调查案例分析三明林票改革对农户、村集体、国有林场增收效应的影响机理。发现三明林票改革通过影响生产要素在集体林和国有林之间的流动与优化配置,达到规模经营、集约经营的目的,对村民、村财、林场等三方收入均有较大的增长效应;同时可降低融资风险,提高融资比重,促进林分质量和生态效益提高。建议继续推进林票产品标准化工作,创新扩大林票发行规模,完善林票交易平台和技术管理系统,确保林票资产保值增值。On the basis of constructing theory analysis framework of Sanming forest ticket reform-elements distribution-peasant′s income, the paper utilized the on-site survey of Fujian Shaxian District to analyze the influential mechanism of Sanming forest ticket reform on the increase of income of peasants, village and state-owned forestry center. It discovered that Sanming forest ticket reform makes scaled operation and intensive operation come true through affecting the fluidity and optimization distribution of productive elements in collective forest and state-owned forest, which is positive to increase income of villagers, village treasure and forestry center. In this way, the risk of fund-raising could be lowered and fund-raising proportion improved, forestry quality facilitated and ecological profits elevated. It is suggested to continue to push standardization of forest ticket products, innovate and expand release scale of forest ticket, improve forest ticket transaction platform and technical management system so as to ensure value preservation and appreciation of forest ticket assets.
