摘　　要：针对设计企业工程总承包设计、施工“两张皮”问题,分析了产生“两张皮”现象的四方面原因,针对设计企业工程总承包业务发展存在的弱矩阵管理模式客观导致项目协调沟通困难等四类问题,提出了设计企业实行项目经理负责制模式建议。Aiming at the"two Skins"for the design and construction in the general contracting of design enterprises,four causes of"two skins"are analyzed.Specific to four kinds of problems that the weak matrix management mode objectively leads to the project coordination and communication difficulties existing in the development of the general contracting business of design enterprises,the suggestions for the project manager responsibility system mode in the design enterprises are proposed.
