公共文化机构法人治理结构改革的实践、困境及破解思路

摘　　要：法人治理结构改革是当前我国公共文化机构改革的重点议题。其在经历多年的改革探索后,仍存在治理主体权责界定不清晰、治理机制不健全、治理深度不足等困境,原因在于我国文化体制机制的制约、公共文化机构的特殊性定位和社会治理环境的不健全。文章提出明确政府角色定位、健全制度体系、完善治理环境是完善公共文化机构法人治理结构的基本策略。The reform of corporate governance structure is currently a key issue in the reform of public cultural institutions in China. After years of reform and exploration, there are still some difficulties, such as unclear definition of rights and responsibilities of governance subjects, imperfect governance mechanism and insufficient governance depth. The reasons lie in the constraints of Chinese cultural system and mechanism, the specific positioning of public cultural institutions and the imperfect social governance environment. The article proposes that clarifying the role of the government, perfecting the system and improving the governance environment are the basic strategies to improve the corporate governance structure of public cultural institutions.
