公共文化服务数字化转型中的风险演化特征与控制策略研究

摘　　要：文章利用PEST生态环境分析法和SWOT分析矩阵,对公共文化服务数字化转型中面临的外部风险环境和内部风险环境进行了分析,归纳出风险产生的普遍性、风险重塑的可预知性、风险外化的复杂性、风险的延续性四个风险演化特征,提出识别公共文化服务数字化转型的风险指标、建立公共文化风险预警机制、根据风险演化特征确定风险治理路径三个公共文化服务数字化转型的风险控制策略,以期促进公共文化事业的健康发展,使公共文化服务的演变、转型和发展在有序的规则下进行。Using the PEST ecological environment analysis method and SWOT analysis matrix, this paper analyzes the external and internal risk environment faced in the digital transformation of public cultural service, summarizes four risk evolution characteristics, such as the universality of risk generation, the predictability of risk reshaping, the complexity of risk externalization,and the continuity of risk. It proposes three risk control strategies for the digital transformation of public cultural services, such as identifying risk indicators for the digital transformation of public cultural services, establishing an early warning mechanism for public cultural risks, and determining risk governance paths according to the characteristics of risk evolution, in order to promote the healthy development of public cultural services and make the evolution, transformation and development of public cultural services be carried out under orderly rules.
