摘　　要：政府的有限理性决定了政府公共服务外包决策会存在难以突破的局限,社会智库嵌入公共服务外包决策将有助于提升决策科学性。文章以交互嵌入视角,构建分析框架,探索社会智库与政府公共服务外包决策的深度协同。研究发现,社会智库嵌入公共服务外包决策既面临外部阻滞又限于内生困境。因此,文章认为需通过人员互通、资源互补、文化互融实现双方交互嵌入,同时强化外部驱动机制,提升内生动力,保障双方常态化的深度协同,进而提升政府公共服务外包决策的科学性。The government’s bounded rationality determines that it is difficult to break through its own limitations in public service outsourcing decision. The embedding of social think tanks will help to improve the scientificity of its decisionmaking. From the perspective of interactive embedding, this paper constructs an analytical framework to explore the deep collaboration between social think tanks and government public service outsourcing decision. The study found that the decisionmaking of social think tanks embedded in public service outsourcing faces both external obstacles and endogenous difficulties.Therefore, it is necessary to realize the mutual embedding of the two sides through personnel exchange, resource complementarity and cultural integration, strengthen the external driving mechanism, improve the endogenous power, ensure the in-depth coordination of the normalization of the two sides, and then improve the scientificity of outsourcing decision.
