推进广东财政科研经费管理模式改革的建议

摘　　要：通过对国家改革新方向、广东对标国家最新要求的差距以及国内部分省市先行做法三个维度的研究分析,提出要以贯彻落实国务院办公厅出台的《关于改革完善中央财政科研经费管理的若干意见》为契机,面向全省科研人员和科研机构开展调研调查和前期研究,充分借鉴学习兄弟省市先行做法,做好顶层设计、配套完善科研经费管理“1+N”政策体系、强化省直有关部门协同推进等对策建议,为广东推进省级财政科研经费管理模式改革提供参考。Through the research and analysis from three dimensions of the direction of national reform, the gap between Guangdong and the latest national requirements, and the leading practices of domestic provinces and cities, this paper puts forward some countermeasures and suggestions to take the implementation of Several Opinions on Reforming and Improving the Management of Central Financial Scientific Research Funds issued by the General Office of the State Council as an opportunity to complete top-level design, carry out investigation and preliminary research for scientific research personnel and institutions, fully learn from the leading practices of other provinces and cities, complete top-level design support and improve the “1+N” policy system for scientific research fund management, and strengthen the collaborative work among government departments, so as to provide reference for Guangdong to promote the reform of the provincial financial scientific research fund management model.
