摘 要:基于2010-2020年广东省21个地级市的面板数据,运用面板回归模型实证研究科技人才政策对产业升级的影响。研究结果表明,广东省科技人才政策对产业升级有显著的正向影响,完善的科技人才政策能够促进产业向中高端转型升级,同时科技人才政策对产业发展的正向影响存在一定的地区差异、时间差异。最后,结合广东省发展现状,提出强化对科技人才的宏观管理、因地制宜地制定科技人才政策等对策建议。Based on the panel data of 21 cities in Guangdong province from 2010 to 2020, this paper empirically studies the impact of scientific and technological talent policies on industrial upgrading by using panel regression model. The results show that the scientific and technological talent policies in Guangdong havs a significant positive impact on industrial upgrading, and the perfect scientific and technological talent policies can promote the transformation and upgrading of the industry to the middle and high end. At the same time, there are certain regional differences and time differences in the positive impact of the scientific and technological talent policies on industrial development. Finally, combining with the development situation, the paper puts forward some countermeasures and suggestions, such as strengthening the macro-management of scientific and technological talents, and formulating scientific and technological talents policies according to local conditions.
