环境-行为关系视角下社区适老化改造政策研究——日本《健康、医疗、福利社区发展指南》的启示

摘　　要：从环境-行为关系视角出发,介绍了日本社会政策性文件《健康、医疗、福利社区发展指南》的主旨、内容,构建了城市社区改造评价指标框架,并重点解析了该指南实施中的社区适老化改造途径:社区环境-行为指标空间化;保障和鼓励健康步行;拓展与支持参与交流;提升并实现交通便利。通过中日社区更新建设区别的对比分析,探讨社区改造路径指导下以指标契合、鼓励步行、参与交流和完善交通为目标的“健康型”适老化社区改造模式。From the perspective of environment-behavior relationship,this paper introduces the main purpose and content of Japan’s Health,Medical,and Welfare Community Development Guide,explores the evaluation index framework of urban community transformation,and focuses on the analysis of the way for community to adapt to aging in the implementation of this guide:spatializing community environment-behavior indicators;ensuring and encouraging healthy walking;expanding and supporting participation in communication;improving and achieving convenient transportation.Through the comparative analysis of the differences between China and Japan in community renewal and construction,this paper discusses the“healthy”aging community transformation model under the guidance of the way for community transformation,which aims at indicators matching,encouraging walking,participating in communication and improving transportation.
