“双碳”愿景下中国西部能源发展对策探讨

摘　　要：中国西部地区能源资源丰富,区位优势明显。“双碳”愿景下,西部能源是支撑中国能源行业实现“双碳”目标的重要抓手。在梳理中国西部能源资源的基础上,分析了西部能源发展存在的主要问题:资源勘探开发难度大、限制多,资源利用不合理、不均衡,能源通道缺少统筹规划,体制机制不适宜、不协同。认为新形势下,未来西部地区将发展成为中国煤炭清洁高效生产利用基地、油气新增产能接替基地、大型可再生能源供应基地、新型电力系统示范区和“一带一路”绿色能源合作联通区。最后提出了发展对策和建议:加强西部能源统筹规划和战略引领,优化开发和利用方向;探索共建多元化投资综合性能源公司,实现能源资源高效开发和利用;加强科技攻关创新,为西部能源可持续高质量发展提供有效支撑;建立传统能源与新能源协同发展机制。Western China gains obvious regional advantages thanks to plentiful energy and resources. With the “dual-carbon” vision, western China’s energy has become the key to achieving the “dual-carbon” goal. Based on the study of western China’s energy and resources, the author has analyzed the major issues as regards the development of western China’s energy as follows. The resource exploration is quite difficult with many restrictions. The utilization of resources is unreasonable and unbalanced. It is also short of overall planning of energy channels. Besides, the related systems and mechanisms are improper without synergy. It is believed that in future, the western region will be evolved into China’s clean and efficient coal production and utilization base, capacity superseding base for oil and gas production, large renewable energy supply base, new power system demonstration area as well as “Belt and Road”green energy cooperation and connectivity area. Finally, the development strategies and suggestions have been made.First, we should endeavor to conduct overall planning and strategic guidance for the development and utilization of energy resources in the western region. Second, we should explore the co-building of comprehensive energy companies with diversified investment to realize the efficient development and utilization of energy resources. Third, we should strengthen technological research and innovation to provide effective support for the sustainable and high-quality development of western China’s energy. Fourth, we should establish a mechanism for the coordinated development of conventional and new energy sources.
