摘 要:自2000年以来,中国的石化产业政策发生了较大变化,行业竞争日趋激烈,炼化企业发展面临严峻形势。目前,国内炼油能力与成品油过剩逐渐加剧,石化市场低端过剩、高端不足的结构性矛盾突出;乙烯供应总量不足,化工市场发展空间较大,炼油化工企业急需快速适应形势变化。针对区位条件、产业结构、产品结构、技术水平、管理水平和决策机制等方面的内容,通过分析国内先进炼化企业发展策略,提出炼化企业在新发展阶段要以新发展理念引领高质量发展,以创新为主要驱动力,并从内生发展动力、发展竞争力、外部环境适应能力和社会责任履行能力四方面着手,强化市场化机制,打开新局面,推动绿色低碳转型,实现可持续发展。Since the year of 2000, China’s petrochemical industry policies have changed dramatically, the industrial competition has become increasingly fierce and the refinery enterprises have met with severe situation. At present,domestic refining capacity and excess of refined oil products are gradually increasing, ethylene supply is insufficient,while the chemical market still enjoys large development space. Opportunities coexist with challenges. In fact,structural problems are prominent including low-end excess supply and insufficient supply at the high-end. Also, the refinery enterprises are in urgent need of adapting to the changing situation. Focusing on location conditions, industrial structure, product structure, technical level, management level and decision-making mechanism, the author of this paper, by analyzing the development strategies of advanced refinery enterprises at home and abroad, proposed that in the new era of development, refinery enterprises should lead high-quality development with new development concepts mainly driven by innovation. Besides, the author believes that they should highlight four aspects such as the motivation of endogenous development, development competitiveness, the capability to adapt to the external environment and the ability to fulfill social responsibilities, with a view to reinforcing the market mechanism and create a new environment for green and low-carbon transition and sustainable development.
