摘　　要：在建设"智慧海洋"的背景下,海上构筑物信息系统是实现海洋强国目标的重要工具.然而,我国对海上构筑物信息系统缺乏明确的概念界定和专门法律规定,各地现有的海上构筑物信息系统存在名称混乱、多头管理、信息缺失等诸多问题.本文从概念分析入手,明晰海上构筑物信息系统在布放、登记、运营管理等方面存在的法律问题并提出解决建议.Under the background of building an ‘intelligent ocean’, the offshore installation information system is an important tool to achieve the target of maritime power. However, China does not have a clear legal definition and provisions for offshore installation information system. The existing information systems in various regions encounter issues such as chaos of conception, multi-head management, and information missing. This paper starts with the conceptual analysis of the offshore installation information system, and clarifies the legal issues in the establishment, registration, operation management of the offshore installation information system and proposes solutions.
