地方城市新冠肺炎疫情应急管理协作网络分析及实践启示——以湖北省宜昌市为例

摘　　要：理顺和健全突发公共卫生事件的应急管理体系,是国家治理体系建设的重要组成部分.基于新冠肺炎疫情情境,以湖北省宜昌市为例,结合社会网络分析方法,依据中心性、块模型、核心—边缘结构、奇异值分解进行测度,揭示地方城市突发公共卫生事件应急管理协作网络结构与关系特征并提出实践启示.研究发现,卫生健康委、政务服务与大数据管理局,网络中心性最高且处于协作网络核心位置;疾控中心、应急管理局任务参与较少,处于协作网络边缘;疫情防控、医疗救治、维持社会稳定、提供物资保障是此次疫情防控的重要工作内容.应急管理协作应在实践先导的基础上统筹优化,搭建架构合理的组织结构与功能框架,辅以大数据技术和风险管理理念提高管理效能.Straightening out and improving the emergency management system for public health emergencies is an important part of the construction of the national governance system.Based on the situation of the COVID-19 epidemic,this article selected an example of epidemic prevention and control in Yichang City,Hubei Province,combined with the method of social network analysis,and measured according to centrality,blockmodels,core-periphery and singular value decomposition,in order to reveal the network characteristics of emergency management cooperation in prefecture-level city and put forward practical enlightenment.The study found that the Health Commission,Government Services and Big Data Bureau Administration have the highest network centrality and are in the core position of the collaborative network;the Centers for Disease Control and Prevention and the Emergency Management Agency are less involved in tasks and are at the edge of the collaborative network;the epidemic control,medical treatment,maintenance of society stability,and provision of material guarantees are important tasks for this emergence management.Emergency management collaboration should be coordinated and optimized on the basis of practical guidance,and a reasonable organizational structure-functional framework should be built,supplemented by big data technology and risk management consciousness to improve management efficiency.
