阿尔泰区域四国经贸合作的现实基础与推进路径研究

摘　　要：阿尔泰区域是中国同近邻国家开展次区域合作的典型案例之一,推进阿尔泰区域经贸合作对助推“一带一路”建设具有重要意义。该文对阿尔泰区域经贸合作进行SWOT分析,基于现实基础提出“一心三翼”合作模式的发展路径设计,“一心”即建立边境经济合作区开展多领域合作项目,“三翼”即开发产业园区实现各国边境优势叠加与互补效应、打造特色小镇发展商圈集群和搭建大数据平台形成信息畅通机制。基于阿尔泰区域“一心三翼”合作模式,阐释推进经贸合作带来的经济、社会、辐射、文化与生态效应,并针对劣势问题提出相应的对策建议。Altay region is one of the typical cases for China to carry out sub-regional cooperation with neighboring countries and to promote the regional economic and trade cooperation in Altay region is of great significance to boost the construction of“One Belt and One Road Intiative”and the western section of“China-Mongolia-Russia Economic Corridor”.This paper carries out SWOT analysis on the economic and trade cooperation in this region and puts forward the development path design of“one-heart-three-wings cooperation mode”based on reality.“One heart”means to establish border economic cooperation zone and carry out multi-field cooperation projects.The“three wings”are to develop industrial parks to achieve the superposition and complementary effect of border advantages of different countries,to build clusters of characteristic small towns to develop business circles,and to build a big data platform to form an unblocked information mechanism.In line with the cooperation model of“one-heart-three-wings”in Altay region,this paper explains the economic,social,radiation,cultural and ecological effects brought by promoting economic and trade cooperation and puts forward corresponding countermeasures and suggestions for the weak aspects.
