摘　　要：在“三权分置”下,随着土地流转市场发育以及提升耕地潜力的迫切需求,由土地流转形式及其合约产生的经营权稳定及其耕地保护效应值得探讨。本文基于中国家庭金融调查数据(CHFS),通过构建基于耕地质量保护投资的动态优化模型,运用双栏模型实证分析了两者之间的关系。结果表明:(1)非市场化流转所体现的经营权不稳定确实阻碍了农户耕地质量保护投资;(2)与不确定期限、零租金农户相比,确定期限、非零租金租赁农户进行耕地质量保护投资的可能性和程度更大;(3)有限理性可能是制约较长期限租赁农户选择耕地质量保护投资的潜在调节因素,但农户若进行相关投资,转入期限越长的农户会进行更多的保护性投资。因此,为发挥土地流转的耕地保护效应,应采取措施推动正规的市场化流转,破解农户的有限认知难题,缓解资金约束。With the development of the land circulation market,and the urgent need to improve the farmland potential under the background of the“three rights division”,the stability of management rights and the protective effect of cultivated land generated by land circulation form and contract are worth discussing.Based on Chinese household finance survey data(CHFS),this paper constructs a dynamic optimization model and empirically analyzes the relationship between the management right security and land improvement by using Double Hurdle Model.The results show that:(1)the instability of management rights reflected by non-market transfer does hinder the investment of farmers’farmland quality protection;(2)Compared with farmers with uncertain term and zero rent,farmers with a fixed term and non-zero rent lease have a greater possibility and degree of investment in farmland quality protection;(3)The limited rationality of farmers may be a potential regulating factor restricting the investment of long-term leasing farmers in the quality protection of cultivated land,but if the farmers make a relevant investment,the longer transfer period,the more protective investment will be made by the farmers.Therefore,in order to give full play to the farmland protection effect of land circulation,measures should be taken to promote formal market circulation,solve the limited cognitive problems of farmers,and ease the financial constraints.
