粤港澳大湾区框架下香港北部都会区建设的意义、挑战与建议

摘　　要：规划建设北部都会区,是香港发展战略重大调整,也是粤港澳大湾区建设进程中具有标志性意义的大事。在粤港澳大湾区框架下,论述了香港北部都会区建设的背景与意义,分析了香港北部都会区对粤港澳大湾区建设的影响,剖析了其在产业空间、土地制度、发展模式、要素跨境、粤港深港合作机制等方面面临的挑战,并从国家、湾区和香港3个层面提出了推进香港北部都会区建设的政策建议。Planning and construction of North Metropolis is not only a major adjustment of Hong Kong's development strategy but also a landmark event in the construction of Guangdong-Hong Kong-Macao Greater Bay Area.Under the framework of the Guangdong-Hong Kong-Macao Greater Bay Area,this paper discusses the background and significance of the construction of Hong Kong Northern Metropolis,analyzes its impacts on the construction of Guangdong-Hong Kong-Macao Greater Bay Area,and deals with the challenges of industrial space,land system,development model,cross-border movement of factors,cooperation mechanism between Guangdong and Hong Kong or between Shenzhen and Hong Kong,and finally puts forward policy suggestions to promote the construction at the three levels:the country,the bay area,and Hong Kong.
