桐柏县水库工程存在问题及建议

摘　　要：桐柏县有108座水库,采用的3种输水洞形式,各有优点和缺点。有防洪任务的较大水库采用了闸门形式输水洞,无防洪任务的小水库采用了折悬臂形式输水洞和爬坡漏形式输水洞。便于运行管理,且有利于农业灌溉的是爬坡漏形式输水洞。要有计划把技术要求较高、运行维护成本较高的折悬臂形式改为技术要求不高,运行维护简单,使用便利的爬坡漏形式。但是,桐柏县水库工程存在输水洞取水形式的问题和水库淤积总体比较严重等问题,清淤扩容是今后水库工作的一项重要工作。文章就此进行论述并提出建议,希冀为类似水库工程的运行和管理有所裨益。There are 108 reservoirs in Tongbai County. The three types of water conveyance tunnel have their own advantages and disadvantages. Large reservoirs with flood control task adopt gate type water conveyance tunnel, while small reservoirs without flood control tasks adopt folding cantilever type water conveyance tunnel and climbing leakage type water conveyance tunnel. In this way, it is easy to operate and manage and beneficial to agricultural irrigation. It is necessary to have a plan to change the folding cantilever type with high technical requirements and high operation and maintenance costs into the climbing leakage type with low technical requirements, simple operation and maintenance and convenient use. However, there are some problems in the reservoir project of Tongbai County, such as the form of water intake from the water conveyance tunnel and the serious silting of the reservoir. Some suggestions for the operation and management of similar reservoir projects are discussed and put forward in this paper.
