摘 要:水利工程项目招投标工作中,评标占着最核心的部分,而评标方法的合理性、科学性直接决定了评标结果的公平性,公正性。目前评标方法广泛使用的是综合评分法、最低价评标法和合理低价法,现行的评标办法有着各自的弊端,在实际操作中缺少理论指导科学依据。针对所存在的弊端,文章将层次分析法应用于评标,结合实际工程案例,将评标工作构建为一个评标体系。通过构建判断矩阵,对评标过程中相关起决定性的要素进行赋权,并通过计算权重,使整个评标过程从主观加入了量化的客观,从而使评标结果具有科学理论指导,提高评标的透明性和公平性。In the tendering and bidding work of water conservancy projects, bid evaluation is the core part, and the rationality and scientificity of bid evaluation method directly determines the fairness and impartiality of bid evaluation results. At present,comprehensive evaluation method, lowest price evaluation method and reasonable low price method are widely used in bid evaluation method. The existing bid evaluation method have its own drawbacks and lacks theoretical guidance and scientific basis in practical operation. In view of existing drawbacks, the analytic hierarchy process to bid evaluation is applied in this paper. Combining with practical engineering cases, the bid evaluation work is constructed as a bid evaluation system. Through the construction of judgment matrix, the relevant decisive factors in the bid evaluation process are weighted, and by calculating the weight, the whole bid evaluation process is added from subjective to quantitative objective, so that the bid evaluation with scientific theory guidance, improve the transparency and fairness of bid evaluation.
