摘  要:生态控制线的划定是保障城市生态安全、优化城市空间格局的有效手段,是对生态保护红线的有效补充,如何划定生态控制线是国土空间规划中面临的重要问题。本文以承德市为例,基于生态敏感性分析,从不同情景分析划定了3类生态控制线,同时结合生态功能分区,划定综合生态控制线。对生态控制线划定二级管控区,提出管控要求,建立动态评估调整机制,为全域生态空间的保护提升提供重要支撑。The delimitation of ecological control line is an effective means to ensure urban ecological security and optimize urban spatial pattern, which is also an effective supplement to the ecological red line. How to delimit ecological control line is an important part in land spatial planning. Taking Chengde City as an example, based on ecological sensitivity analysis, this paper delimits three types of ecological control lines from different scenario analysis, and delimits comprehensive ecological control lines in combination with ecological function zoning. This paper puts forward control requirements of the delimitation of secondary control areas for the ecological control line, and establishes a dynamic evaluation and adjustment mechanism,which could provide important support for the protection and improvement of the whole ecological region.
