黑龙江省国有林区改革问题研究——以某林业局为例

摘　　要：国有林区改革为林区的生态环境、经济发展等方面做出了贡献,但由于国有林区的历史遗留问题众多,改革涉及的面较广,所以仍存在一些障碍和挑战。该文通过对黑龙江省某林业局调查分析,发现在改革过程中存在民众改革意识不深、林区品牌效应不强、富余职工安置难等问题。为了更好的推进国有林区改革,促进林区的发展,还需要继续加强支柱性产业的扶持,提高林区经济水平,加大改革工作宣传力度,提高群众改革意识等。The reform of state-owned forest areas has made contributions to the ecological environment and economic development of forest areas,but due to the many historical problems left over from state-owned forest areas and the wide range of reforms,there are still some obstacles and challenges.Through the investigation and analysis of a forestry bureau in Heilongjiang Province,this paper finds that in the process of reform,there are problems such as the people’s awareness of reform is not deep,the brand effect in forest areas is not strong,and it is difficult to resettle surplus workers.In order to better promote the reform of state-owned forest areas and promote the development of forest areas,it is also necessary to continue to strengthen the support of pillar industries,improve the economic level of forest areas,increase the publicity of reform work,and enhance the masses’awareness of reform.
