摘  要:高分辨率对地观测系统(China High-resolution Earth Observation System,CHEOS)重大科技专项任务管理系统需要统筹高分辨率对地观测用户需求和综合利用星地资源,实现陆地、气象、海洋观测卫星和地面任务一体化运行管理,是实现高分专项工程的重要研制建设任务。采用系统工程的方法,按照“五统一”的顶层设计思想,攻克了开放式用户需求统筹服务平台、天地一体化综合任务规划、静止轨道卫星应急任务计划动态编排和系统运行效果评价等关键技术。由于高分系列卫星研制时间跨度长,地面系统存在增量式研制建设过程。设计实现了地面系统可视化仿真与综合集成平台,满足了地面系统在边运行边扩建的持续集成工程实践的需要。对高分卫星任务管理系统的应用效果进行了初步探讨,展望了未来高分遥感卫星任务管理技术发展方向。As an essential component of China High-resolution Earth Observation System(CHEOS)ground system,satellite mission management system is designed to collect customers’observational requests,arrange satellite tasks comprehensively,allocate space-ground resources,and realize the integrated operation management of ground,atmosphere,and ocean observation capabilities and ground tasks.Based on the system engineering theory,and following the Five-Unification-Guideline(joint mission planning;joint data standard;joint system operation;joint services mode;and joint info network),several key technologies and methods are presented to design the system,such as plug-in platform for CHEOS mission management system,integrated open service platform for multi-user earth observation satellite needs,space-ground joint mission planning,GF-4 earth-stabling-orbit satellite emergency mission dynamic planning,and CHEOS performance evaluation method.A visualized simulation and integration platform is developed to satisfy the ten-year-span incremental research and building process.By collecting the system running data,the preliminary application effect is discussed,and the development direction of EOS mission planning technology is envisioned briefly.
