服务创新视野下的美国公共图书馆灾害应急教育

摘　　要：在“风险社会”,灾害应急教育是提升公民应急素养和社会韧性的一项重要公共文化服务,探索公共图书馆如何在这项公共文化服务中实现教育职能创新具有重要意义。对美国50个州立公共图书馆开展的灾害应急教育进行调研,依托危机信息学逻辑框架,从技术支持维度抽取了互动学习环境要素,从社会参与维度归纳了灾害文化建设途径和灾害叙事方式,从信息行为维度分析了资源机会和倡议计划如何引致个体行为和信息习得。为我国公共图书馆提出了“数字教育平台+灾害文化场效应+应急信息行为引导”的灾害应急教育实施建议。In the“risk society”,disaster emergency education is an important public cultural service to improve citizens’emergency literacy and social resilience.It is of great significance to explore how public libraries can realize the innovation of educational functions in this public cultural service.This paper conducts a survey on disaster emergency education of 50 state public libraries in the United States,relying on the logical framework of crisis informatics,extracting the elements of interactive learning environment in the technical support dimension,summarizing the construction method of disaster culture and the way of disaster narrative in the social participation dimension,analyzing how resource opportunities and initiative plans lead to the individual behavior and information acquisition in the information behavior dimension.This paper puts forward suggestions for Chinese public libraries to carry out disaster emergency education of“digital education platform+disaster cultural field effect+emergency information behavior guidance”.
