新发展格局与经济高质量发展若干理论与实践问题——我国沿海地区金融发展、科技创新和经济开放的系统耦合度研究

摘　　要：新发展格局是党中央依据新形势和国内外发展环境做出的重大战略部署,金融发展、科技创新和经济开放是实现新发展格局视域下经济高质量发展的关键和基础。在新发展格局背景下,研究了沿海地区金融发展、科技创新和经济开放的耦合协调关系。构建了金融发展、科技创新和经济开放三系统的综合评价指标体系,并以鲁苏沪浙粤沿海5省(市)为研究对象,建立耦合协调度模型来分析三系统间的耦合协调关系。研究发现,沿海地区金融发展、科技创新和经济开放综合指数在2009—2019年间稳步增长,但地区间差异较大。耦合协调度模型的测算结果显示,除上海市呈波动增长外,其余4省份的系统耦合协调度逐年上升,但尚未达到优质协调等级,说明金融发展、科技创新和经济开放对重塑新发展格局的协同推动作用还有待于进一步提升。“十四五”时期,沿海地区应因地制宜,促进金融发展、科技创新和经济开放协同发力,从而加快实现新发展格局下我国经济的高质量发展。New development patterns are a major strategic deployment made by the Party’s Central Committee in accordance with new domestic and international situations and development environments.Financial development,technological innovation and economic opening-up are the key and foundation for a high-quality economic development against new development patterns.This paper studies the coupling coordination relationship of financial development,technological innovation and economic opening-up in coastal areas.It constructs a comprehensive evaluation index system of financial development,technological innovation and economic opening level.Research objects cover five representative coastal provinces and cities,namely,Shandong,Jiangsu,Shanghai,Zhejiang and Guangdong,to calculate the comprehensive indexes of the three subsystems.Results indicate an overall stable growth of the comprehensive indexes in these coastal areas during 2009 and 2019,with marked regional differences.Coupling coordination degree model calculations reveal that while Shanghai manifests a waving growth,the coupling coordination degree of the rest four provinces increases year by year.The fact that none of them reaches a high-quality coordination level indicates that further improvement in coordinated promotion is called for to reshape the new development patterns.During the 14th Five Year Plan,an in-depth joint cooperation should be implemented according to their local conditions,so as to accelerate the China’s high-quality economic development under the new development patterns.
