摘　　要：农村土地“三权分置”改革是我国农村改革的又一次重大创新,海南省引入农村土地资产证券化模式是“三权分置”改革的生动实践。海南作为我国自由贸易区和农垦改革的试点省份,在农村土地改革中引入资产证券化这一新型金融工具,对于提升资源配置效率,实现农业现代化有着重要意义。文章通过对海南省农村土地资产证券化的案例分析,揭示了其设计机制和实现流程,并总结其推广意义和政策启示,以期在未来对全国范围内推行农村土地资产证券化提供经验借鉴。The“Three-Rights Separation”reform of rural land is another major innovation in China’s rural reforms.The introduction of rural land asset securitization in Hainan Province is a vivid practice of the“Three Rights Separation”reform.As a pilot province of China’s free trade zone and agricultural reclamation reform,Hainan introduces asset securitization as a new financial tool into the rural land reform,which is of great signifi⁃cance for improving the efficiency of resource allocation and realizing agricultural modernization.By analyzing the case of the rural land asset securitization in Hainan Province,this paper reveals its design mechanism and imple⁃mentation process,and summarizes its significance of extensive application and policy enlightenments,in order to provide reference of experience for the implementation of rural land asset securitization nationwide in the future.
