政策工具视角下我国碳达峰碳中和政策文本分析

摘　　要：为积极应对气候变化,我国明确提出碳达峰碳中和的战略目标,中共中央、国务院发布了《关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》。本文以此为分析蓝本,以政策工具、碳达峰碳中和战略目标、政策驱动主体为分析维度,构建三维研究分析框架。将内容分析法作为研究方法,通过政策工具分类、文本内容编码、统计描述、多维度交互分析等方法剖析碳达峰碳中和政策工具分布和使用情况。从三维分析结果来看,政策工具的分布不仅在数量上有差异,而且在组合结构上有区别。未来在制定具体实施方案时,应强化政策工具的平衡使用,提升各类政策工具的针对性和实效性;基于不同政策目标细化政策举措,各有侧重推动碳达峰碳中和战略目标如期实现;充分激发政策驱动主体的主动性、积极性,推动形成齐抓共推的生动局面。In order to actively respond to climate change, China clearly put forward the strategic goal of peaking carbon dioxide emissions and carbon neutralization(denoted as PCCN), and issued the opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing and development the new development concept in PCCN. This study takes the PCCN opinions as the analysis blueprint, using policy tools, the strategic goal of PCCN and the policy driven subject as the analysis dimension for constructing a three-dimensional analysis framework. Taking the content analysis method as the research method, this paper mainly analyzes the lack and conflict of PCCN policy tools through tool classification, policy content coding, statistical description, interactive analysis and other technologies. Considering the analytic results of three-dimensional analysis, the distribution of policy tools show obvious difference in quantity and specific combination structure. When formulating specific implementation plans in the future, we should strengthen the balanced use of policy tools and improve the pertinence and effectiveness of various policy tools. Further, the refine policy measures based on different policy objectives can promote the realization of strategic objectives on schedule. Finally, a vivid situation of joint promotion can be realized by fully stimulating the initiative of policy driven subjects.
