摘  要:水利水电工程一般建设周期长,土石方量大,弃渣量也较大。随着水利部办水保〔2016〕65号《生产建设项目水土保持方案变更管理规定(试行)》的颁布,进一步明确了水土保持弃渣场变更的红线,增强了水土保持监管规范性。旨在结合具体工程项目实例,总结分析可能导致弃渣场变更的主要原因,初步提出可能减少弃渣场变更的解决思路。Generally,the construction period of water conservancy and hydropower projects is long,with large amount of earth and rock and large amount of waste.With the promulgation of Regulations on the Change Management of Water and Soil Conservation Schemes for Production and Construction Projects(Trial),the red line of the change of waste site for water and soil conservation has been clarified and the regulatory regularity of water and soil conservation has been strengthened.This paper summarizes and analyses the main reasons that may lead to the change of waste disposal yard by combining the specific project examples,and preliminarily puts forward the solutions that may reduce the change of waste disposal yard.
