摘 要:在科技全球化深入发展、主要国家科技竞争日趋激烈的背景下,提升国家科技发展战略的意义日益凸显。文章通过比较欧美与中国的高科技发展现状,分析欧美科技强国的成功经验,探究中国高科技发展存在的问题及发展制约因素,提出如下可行的发展策略:制定科学合理的科技创新战略;加大基础研究投入;发挥举国体制优势,攻克关键核心技术;鼓励以企业为主导的产学研对接;培养汇聚高层次科技创新人才;构建多主体协同的科技创新治理体系。Under the background of the deepening development of science and technology globalization and the increasingly fierce science and technology competition in major countries,the significance of improving the national science and technology development strategy is becoming increasingly prominent.By comparing the scientific and technological development situation of Europe,America and China,this paper attempts to extract the successful experience of European and American scientific and technological powers.In view of the problems existing in the development of science and technology in China,this paper puts forward some feasible and effective development strategies.It is necessary to formulate scientific and reasonable scientific and technological innovation strategies,increase investment in basic research,give full play to the advantages of the national system to overcome key core technologies,encourage enterprise-led industry-university-research linkages,cultivate high-level scientific and technological innovation talents,and build a multi-subject collaborative scientific and technological innovation governance system.
