关于森林调查规划工作的思考

摘　　要：根据大兴安岭林业集团森林调查工作规划及有关要求,按照上级下达的森林调查任务,对森林可燃物调查完成情况、赴黑河和密山地区开展林业工程设计完成情况、使用林地完成情况、补植补造、常规造林、样品采样、林业占地的调查及使用林地调查的完成情况,有针对性的开展林业森林调查。以对外承揽林业工程调查项目为契机,认真分析存在问题和不足,有发展理念和机制与现代发展不相适应的问题、一线调查员掌握专业的新调查项目以及新规定要求的学习能力不强、薪酬分配激励机制还有待完善、对外调查尚在浅水区、虽出战未能远征、技术人才队伍还需要进一步充实、现有管理人员及外业调查人员年龄偏大、现有人员年龄结构明显偏高,内业编制需要有擅长计算机等专业技能的年富力强的技术人员,目前森调队伍缺少专业技术人才,调查队伍存在潜在危机,影响森调持续发展的后劲等情况,提出建议并采取相应措施,借助外力寻求林业工程调查项目合作是当前森调队伍面临的重大课题,当前的经济政策十分有利于对外开展林业调查工作,实现增效创收。不断增强森林调查业务工作创新意识,积极探索,规范管理机制,引进人才,保持稳定,加强培训,从而提高森调工作效率。According to the forest investigation work plan and relevant requirements of the Daxing’anling Forestry Group,and in accordance with the forest investigation tasks assigned by the superior,based on the completion of the forest combustibles investigation,the completion of the forestry project design in Heihe and Mishan areas,the completion of the use of forest land,the completion of replanting,conventional afforestation,sample sampling,forestry land occupation and forest use surveys,conduct targeted forestry surveys.Taking the opportunity of contracting foreign forestry engineering survey projects to carefully analyze existing problems and deficiencies,the develop concepts and mechanisms are not compatible with modern development,the new investigation items for which front-line investigators have mastered majors and the learning ability required by the new regulations are not strong,the incentive mechanism for salary distribution still needs to be improved,the external investigation is still in shallow water,and technical talent team needs to be further enriched.The existing management personnel and field investigators are older,and the age structure of the existing personnel is obviously higher.The internal organization needs young and strong technical personnel who are good at computer and other professional skills.The survey team lacks professional and technical personnel,the survey team has potential crisis,which affects the sustainable development of forest survey.This paper put forward suggestions and take corresponding measures,and seek cooperation in forestry engineering survey projects with external force is a major issue facing the forest survey team at present.The economic policy is very beneficial to carry out forestry survey work externally,to increase efficiency and generate income.To continuously enhance the awareness of innovation in forest survey,to actively explore and standardize the management mechanism,to introduce talents,to maintain stability,to strengthen training,thus improving the effic
