曹魏时期屯田制度与芍陂水利工程发展延续研究

摘　　要：芍陂是安徽寿县南部一座古老的陂塘型蓄水灌溉工程,具有2600多年的历史,2015年被列入世界灌溉工程遗产。对于芍陂的历史沿革,学术界已有较为完善的研究。本文从三国曹魏时期的屯田制度入手,挖掘芍陂在这一时期能够发展延续的原因,探讨水利工程与政治需求之间的关系。三国时期,魏蜀吴三国争权,芍陂所在的淮南地区位于魏国和吴国争夺领土的核心地带,为了在战争中取得有利地位,曹操推行了屯田制度,屯田制度使淮南地区的农业迅速恢复和发展,也使魏国经济实力大增。作为淮南地区的重要灌溉工程,芍陂是屯田政策推行的重要水利保障,得到了曹魏政权的重视和修治,这是芍陂得以延续的重要历史关键节点,也是水利工程与政治需求相辅相成的重要见证。Quebei is an ancient pond type water storage and irrigation project in the south of Shouxian County,Anhui Province.It has a history of more than 2600 years and was listed as a world irrigation project heritage in 2015.There have been relatively complete researches on the historical evolution of Quebei in the academic community.This paper,starting with the farmland reclamation system in the Cao and Wei period of the Three Kingdoms,explores the reasons why Quebei developed and continued in this period,and discusses the relationship between water conservancy projects and political needs.During the Three Kingdoms period,Wei,Shu and Wu competed for power.The Huainan area where Quebei was located is the core area,which Wei and Wu competed for territory.In order to occupy a favorable position in the war,Cao Cao implemented the farmland reclamation system,which not only made the agriculture in Huainan recover and develop rapidly,but also greatly increased the economic strength of Wei.As an important irrigation project in Huainan area,Quebei was an important water conservancy guarantee for the implementation of the farmland reclamation policy,which had been valued and repaired by the Cao Wei government.This is an important historical key node for the continuation of Quebei,and also a symbol that water conservancy projects and political needs complement each other.
