公平正义原则下共同富裕的核心要义

摘　　要：公平正义是共同富裕最根本的价值取向,也是探究共同富裕内涵和外延的逻辑主线。在公平正义原则下,从“是什么”和“不是什么”两个维度厘清共同富裕的核心要义,即共同富裕是注重发展共享和公平正义的富裕,是在生活普遍富裕基础上的差别富裕,是部分到整体的逐步富裕,是从低层次到高层次的过程富裕,是物质生活和精神生活的全面富裕;共同富裕不是削峰填谷,也不是用二次,三次分配来主导一次分配。应基于公平正义这一根本原则和价值取向,高度关切、时时警惕推进共同富裕过程中显在的和潜在的不公平、不正义,及时调整和纠正效率和公平之间出现的各种偏差,切实促进社会公平正义。Fairness and justice are the fundamental value orientation of common prosperity and also the logical guideline for exploring its connotation and denotation. Under the principle of fairness and justice, this article defines the core meaning of common prosperity from the two dimensions of "what it is" and "what it is not", that is, common prosperity requires paying attention to shared development and fairness and justice, is differentiated despite the generally prosperous life of the people, gradually progresses from one sector of society to another, is a process of improving from a low level to a high level, and indicates all-round affluence in both the material life and spiritual life;common prosperity is not to make up the deficiency with the surplus, nor to use secondary and tertiary distribution to dominate primary distribution. Based on the fundamental principle and value orientation of fairness and justice, this article proposes to pay close attention to and always be vigilant against the unfairness and injustice that are explicit or implicit in the process of advancing common prosperity, adjust and correct various deviations between efficiency and fairness in a timely manner,and effectively promote social fairness and justice.
