摘　　要：国务院新闻办公室发布的《国家人权行动计划(2021—2025年)》是中国政府制定的第四期国家人权行动计划。它立足于新的历史发展时期,回应新时代人民对人权保障的新需求,提出了国家尊重、保护和促进人权的阶段性目标和具体任务,是中国人权事业发展新的里程碑。该行动计划坚持“以人民为中心”的人权理念,将“促进全体人民的自由全面共同发展”作为人权事业发展的总目标,提出了包括“智慧推进”在内的六大推进原则,在内容结构上将全面与重点相结合,在任务要求上将巩固与提升相结合,在战略布局上要求国内发展与国际发展双推动,针对生态环境危机、数字化时代和风险社会等新情境下出现的新的人权保障需求制定了一系列相应措施,并要求建立健全工作场所性别平等制度机制,发展全过程人民民主,增进全社会尊重和保障人权的意识,深度参与国际人权事务,展现出全面促进各项人权保障高水平发展的新格局。The National Human Rights Action Plan(2021-2025)issued by the State Council Information Office is the fourth national human rights action plan formulated by the Chinese government.Based on the new historical development period,it responds to the people’s new demands for human rights protection in the new era,and puts forward the phased goals and specific tasks for the State to respect,protect and promote human rights,marking a new milestone in the development of China’s human rights cause.This action plan adheres to the“people-centered”human rights philosophy,takes“promoting the free,comprehensive and common development of all people”as the overall goal of human rights development,and proposes six principles of promotion including“smart advancement”.It combines comprehensiveness and focus in terms of content organization,consolidation and enhancement in terms of task requirements,and domestic and international development in terms of strategic layout.In response to new demands for human rights protection in new contexts such as the ecological environment crisis,the digital era and the risk society,a series of corresponding measures have been formulated,and the action plan requires to establish and improve the system and mechanism of gender equality in the workplace,to develop people’s democracy in the whole process,to enhance the awareness of the whole society to respect and protect human rights,and to deeply participate in international human rights affairs,which demonstrates a new pattern of comprehensively promoting high-level development in various aspects of human rights.
