摘　　要：基于2006—2019年中国省级面板数据,运用基准回归和中介效应模型实证分析正式环境规制和非正式环境规制对区域技术创新能力的影响及其作用机制。研究结果表明正式环境规制对区域技术创新能力有显著的负向激励效应,非正式环境规制对区域技术创新能力有显著的正向激励效应;环境规制通过影响科研经费投入进而间接影响区域技术创新能力;科研经费投入受到两类环境规制的影响分别被抑制与促进,但均对区域技术创新能力产生了正向的激励作用。Based on the provincial panel data of China from 2006 to 2019,this paper empirically analyzes the impact and mechanism of formal environmental regulation and informal environmental regulation on regional technological innovation ability by using benchmark regression and intermediary effect model.Based on the full sample study,the grouping regression study of temporal heterogeneity and spatial heterogeneity was carried out.The results show that:on the one hand,formal environmental regulation has a significant negative incentive effect on regional technological innovation ability,and informal environmental regulation has a significant positive incentive effect on regional technological innovation ability.On the other hand,the investment of scientific research funds plays a significant intermediary role in the regression of the overall sample,that is,environmental regulation indirectly affects the regional technological innovation ability by affecting the investment of scientific research funds;The investment of scientific research funds is affected by two types of environmental regulations,which are inhibited and promoted respectively,but both have a positive incentive effect on regional technological innovation ability.Further empirical tests show that the above impact processes have obvious temporal heterogeneity and spatial heterogeneity.
