摘  要:利用数据包络分析(DEA),采用规模报酬可变的分析模型,以黄河流域9个省为对象,评估各省水资源禀赋效率、废水排放效率和水资源利用效率,并用Tobit回归模型分析水资源利用效率的影响因素。结果表明:在时间上水资源效率呈现先上升后下降的趋势;在空间上流域上、中、下游有明显差异,从上游至下游水资源效率逐步递增。通过Tobit回归分析,水资源利用效率与产业结构和人均用水量呈显著负相关,与经济发展呈显著正相关,而与技术市场成交额没有显著相关关系。Using the data envelopment analysis(DEA)and an analytical model with variable returns to scale,the water resource endowment efficiency,wastewater discharge efficiency and water resource utilization efficiency of nine provinces of the Yellow River Basin were evaluated,and the influencing factors of water resource utilization efficiency were analyzed by the Tobit regression model.The results showed that the water resource efficiency increased first and then decreased with time.There were obvious differences in the upper,middle and lower reaches of the spatial basin,and the water resource efficiency increased gradually from the upper reaches to the lower reaches.Through Tobit regression analysis,water resource utilization efficiency was significantly negatively correlated with the industrial structure and per capita water consumption,and positively correlated with the economic development,while not significantly correlated with the technical market turnover.
