基于“资源-资产-资本”转换视角的南平生态银行模式与机制研究

摘　　要：资源环境市场化管理手段是当前国际上的研究前沿和热点。作为资源环境市场化管理的一种政策工具,生态银行在国外已经有30多年的历史,但在国内仍较鲜见。本研究在深入调研中国首例本土化生态银行(南平生态银行)试点实施方案、运行绩效、瓶颈和挑战等问题的基础上,基于“资源-资产-资本”转化视角和国际经验的对比,剖析南平生态银行的运行模式、流程和机制,对影响生态银行正常运行的两个关键环节所存在的主要问题进行深入系统地分析,得出以下结论:(1)南平生态银行设计理念比较超前,总体架构比美国湿地银行要素更多元、目标更综合、机制更复杂。(2)政府的作用和角色定位与国外生态银行有很大不同。根据研究结论,提出了应进一步完善生态资源产权制度、价格形成机制和规避生态资产过度资本化等风险的政策建议。The means of market-oriented management of resources and environment are currently international frontier and hotspot.As a policy tool for market-oriented management of resources and environment,ecological banks have a history of more than 30 years abroad.However they are rare and new in China.Based on an in-depth investigation of the first localized case,Nanping Eco-bank,with the pilot implementation plan's operational performance,bottlenecks and challenges,this study analyzed the transformation perspective of resources-asset-capital and of international experience comparison.Problems in the two key links affecting normal operation of the eco-bank were addressed.It was found that the design concept of Nanping Eco-bank is relatively advanced,with more elements,more comprehensive goals and more complex mechanisms,compared to the American Wetland Bank.The government's function and role of the bank are different from foreign eco-banks.Policy suggestions are put forward,including further exploration and improving of property rights,price formation mechanism,and avoiding risks caused by excessive capitalization of ecological assets.
