全球疫情影响下日本奥运战略回顾与走向研判

摘　　要：置于全球新冠肺炎疫情的发展背景,以文化认同为理论切入点,对日本奥运战略发展进行回顾与思考,对后疫情时代日本奥运战略走向进行研判。研究结论认为,疫情影响与政治博弈下东京奥运会延期举办事件,日本各方将日本国家利益和国际形象置于最高的优先选项。国际奥委会决策并非主要出于奥运会所有参与者的健康考虑。日本奥运战略的目标导向是以精英体育的象征性意义,实现国家政治的宣示性价值。日本举办东京奥运会的根本目的是,以和平国家的道路,谋求政治大国地位;以“小国体育”发展道路参与奥运会大国竞争,彰显“安倍经济学”政策成效。东京奥运会中国体育代表团的强势表现,让日本奥运战略预期落空。后疫情时代日本不会实施整体性的奥运战略布局,囿于“小国体育”要素禀赋条件,日本将聚焦于传统优势项目和重点突破项目。中日两国精英体育在短期内不会有遭遇战,中国奥运代表团将继续保持奥运会第一梯队的地位。Based on the first-hand news material,the paper reviews and studies the strategic layout and future trends of the Japanese Olympic Games under the background of the COVID-19 epidemic.The study's conclusion is that in the event of the postponement of the Tokyo Olympic Games under the influence of epidemic situation and political game.The Japanese parties put Japan's national interests and international image as the highest priority option.The decision-making of the IOC is not primarily concerned with the health of all Olympic participants.Japan's strategic goal for the Tokyo Olympic Games is to achieve the declared value of national politics with the symbolic significance of elite sports.The fundamental purpose of Japan's hosting of the Tokyo Olympic Games is to seek the status of a political power on the road of a peaceful country,and to participate in the competition of a large Olympic country on the road of"small country sports"development,thus highlighting the effectiveness of the policy of"Abenomics".Due to the aggressive performance of Chinese sports delegation,Japanese Olympic strategy failed to reach its expectation.In the post-emergency era,Japan will not implement the overall Olympic strategic layout.Due to the"small country sports"factor endowment conditions,Japan will focus on traditional advantages and key breakthrough projects.China and Japan's elite sports will not face a battle in the short term.Chinese sports delegation will continuously maintain its status of first-class echelon in the Olympic Games.
