摘　　要：2019—2020年,安徽省先后在六安市金安区和新安江流域黄山市、宣城市开展了水权确权登记试点工作,对生活、工业、农业取用水户开展水权确权登记。经过2年的探索与实践,完成了试点任务。通过开展试点工作,明晰了取用水户的用水权益,探明了水权确权登记的路径与方法,初步构建了水权配置体系,形成了一套适用于南方丰水地区的可复制、可推广的水权确权登记工作方法,为下一步开展多种形式的水权交易奠定了基础。From 2019 to 2020,the pilot work of water rights confirmation and registration were carried out in Jin’an District of Lu’an City,Huangshan City and Xuancheng City of Xin’an River Basin in Anhui province,which completed water rights confirmation and registration for domestic,industrial and agricultural water users.After two years of exploration and practice,the objectives of pilot have been completed.Through the pilot work,the water rights of water users have been clarified,the paths and methods of water rights confirmation and registration have been explored,the water rights allocation system has been preliminarily constructed,as well as,a set of replicable and extendable water rights confirmation and registration experience suitable for the water rich areas in the South China has been formed,which has laid a foundation for carrying out various forms of water rights transactions in the future.
