摘　　要：智慧旅游城市是旅游业和智慧城市融合发展的趋势,对其绩效评价可以为管理措施优化提供理论依据。针对智慧旅游城市绩效评价,在可持续平衡计分卡框架下,综合考虑多方维度,建立了可持续发展绩效指标体系。考虑评价判断的犹豫性,引入犹豫模糊集作为信息载体,并优化距离测度,提高决策信息区分度。基于决策者风险态度,构建了改进折衷率TOPSIS评价模型。选取云南省4座代表性智慧旅游城市分析,结果显示:昆明绩效水平最高,能兼顾经济发展和智慧旅游建设,丽江应加强管理平台建设,迪庆与西双版纳需加强产业链上下游企业的多维度融合。论文提出的绩效评价体系兼顾经济和长期利益,综合利用定量和定性信息,评价区分度高且客观。Smart tourism city is the inevitable trend of the coordinated development of tourism and smart cities.The evaluation of smart tourism city performance can provide theoretical support for the optimization of management measures.Aiming at the performance evaluation of smart tourism city,firstly,this paper establishes a set of performance index system of smart tourism city sustainable development under the framework of sustainable balanced scorecard,considering the various dimensions.Secondly,in view of the hesitancy of the evaluation judgment,the hesitant fuzzy set is introduced as the carrier of the basic evaluation information.Meanwhile,the distance measure of hesitant fuzzy is optimized to effectively distinguish the decision information.Finally,based on the decision-maker’s risk attitude,the improved compromise TOPSIS evaluation model is proposed.Four representative smart tourism cities in Yunnan province are selected for example analysis.The results show that:Kunming owns the highest performance level,which reconciles economic development and smart tourism building;Lijiang should focus on strengthening the construction of intelligent tourism management platform;Diqing and Xishuangbanna can strengthen the multi-dimensional integration of upstream and downstream enterprises in the industry chain.The proposed performance evaluation system considers both the economic interests and long-term interests,and fully uses the quantitative and qualitative information,to make the results being more distinguishable and objective.
