“双碳”背景下生物液体燃料的机遇、挑战及发展建议

摘　　要：生物液体燃料将在全球实现碳中和进程中发挥重要作用,未来需求空间较大。国内外石油公司将生物液体燃料作为新能源未来发展方向之一,积极扩大产业规模,并加大非粮原料技术路线的研发投入。中国生物液体燃料产业发展较慢,规模较小,原料供应不足、技术有待突破、产业政策不完善是主要的制约因素。随着中国提出“双碳”目标,交通领域能源转型加速,电动替代加快发展,发展燃料乙醇、生物柴油的迫切性有所减弱,而随着国际航空碳抵消和减排机制的实施,发展生物航煤、抑制航空碳排放增长较为迫切。中国应考虑将生物航煤作为未来发展的重点产业,加大非油料技术路线的研发攻关和政策支持,突破生产原料瓶颈,助力中国航空业可持续发展,保障中国能源安全。Bio-liquid fuel will play an important role in global carbon neutrality process and accordingly has a great potential of demand.Many petroleum companies worldwide proactively take bio-liquid fuel as one of new energy industries by expanding production capacity and increasing investment on non-food feedstock technology research and development(R&D).China’s bio-liquid fuel industry developed slowly in recent years and has a small production capacity mainly because of insufficient feedstock supply,technological difficulties,and incomplete industrial policy.As China has proposed carbon emission peaking and carbon neutrality target,China’s transportation sector accelerates the transition in energy demand and speeds up the substitution of fuel by power for automotive,which will generally reduce the urgency to develop fuel ethanol and biodiesel.However,it is quite urgent for China to control the carbon emission in aviation by developing bio-jet fuel as the carbon offset and emission reduction system is globally put into implementation in international aviation.It is suggested that China shall consider bio-based aviation kerosene as a key industry for future development,increase R&D and policy support for non-oil technology routes,break through the bottleneck of feedstocks,help the sustainable development of China’s aviation industry and ensure China’s energy security.
